Test Run & Guarantees

Guarantees:

The performance guarantee is classified into the following three categories:
1. Process performance guarantee.
2. Utility guarantee.
3. Equipment guarantee.
4. Environment Related Guarantee.

Process performance guarantee:

'The Plant ( designed, supplied, installed and/or erected by the Detailed Engineering Contractor) when operated under specified operating conditions shall provide the desired throughput as per process design specification like if the capacity of the plant is 100 MT/day than the plant should be capable of producing 100 MT/day. In the event plant or any part thereof falls to meet the throughput warranties because of the fault of DEC, DEC subject to the approval of Owner, make at his expenses such changes in the engineering drawings & specification and plant hardware so as to meet the throughput warranties, whereas Process Licensor(s) is resonsible for Purity and yield guarantees of the product.

Performance Test:

"Performance Test" mean the test or series of tests to be carried out by the CONTRACTOR to prove the contractual guarantees with respect to the PLANT or any part thereof, whether with reference to its input, throughput, output, quality, quantity or consumption or otherwise.

Performance Test Run: DEC to ensure that performance test of plant shall be conducted in accordance with professional engineering practices, plant safety, operating standards and licensors recommendations.
The performance test-runs shall be carried out in accordance with the detailed programme to be drawn by DEC in mutual consultation with subcontractors and Client and would be conducted under normal operating conditions.
Within five days after successful completion of the test-run, all operating conditions, figures, actual achievements should be recorded. Complete data to be maintained.
On completion of performance test runs, a detailed report is prepared for the client on performance of the plant with recommendations (in consultation with Licensors and Client) on ways and means of improving performance, if any.

Performance tests shall be started only when the operation of the Plant is stabilized under design conditions. The Plant shall be operated and controlled in accordance with procedures set up before hand. Generally one or more performance tests shall be carried out for a maximum of 120 hours under the technical direction of Client/Licensor and/or their designated representatives after successfully commissioning the Plant in accordance with the procedures and conditions detailed in the design documents. At the end of the performance tests, an uninterrupted period of 72 hours shall be selected by Client/DEC and average results obtained during that period shall form the basis of comparison between the actual performance and the guaranteed performance.

Utility Consumption Guarantee:

The utility consumption tests for the performance guarantee will consist of the Process Units and Utility and Offsite Units. The DEC shall varify the utility consumption whereas the power Consumption Guarantee shall be applicable for HT Motors, i.e 170 KW and above.

Equipment Guarantee:

During shop performance test of the equipment, DEC shall ensure that the Suppliers/Sub-contractors meet the figures guaranteed by them and indicated in the purchase orders/work orders placed by DEC on them.
DEC shall guarantee the equipment, complete system for the design, materials, workmanship, size, capacity, performance, quality of utility, efficiency and compliance with various technical requirements forming the part of the DEC scope and outlined variously in the design documents. This guarantee shall also include the sub ordered' bought out items forming a part of the DEC supplies. The DEC shall repair 'replace any part of equipment , component , sub system' complete system free of cost and without loss of time if :

1.0 There is fault in design or
2.0 There is defect in material or workmanship or it does not comply with fabrication requirements or a wrong selection of material for the process requirements as required
3.0 It fails to meet the size, capacity, performance and efficiency requirements or it is identified that the material/equipment's supplied is faulty
4.0 It does not comply with requirements of the design package Contract
5.0 The material supplied is damaged during transit or during execution of the work.

The DEC shall not be entitled to any extension of time for any remedy/ replacement/ rectification as specified above.

Environment Related Guarantee:

DEC shall give due consideration to air pollution like So2 gas shall be scrubbed with caustic soln in scrubber and treatment of other gases before releasing in atmosphere as per pollution control board requirement, noise control like any noise from the rotating machine shall be less than 88dB, treatment of effluent coming from the plant before discharge as per legal requirement by the State Govt./Pollution control board and other environment related control measures which are regulated by laws, regulations, national standards, etc.
